B C - - Basic Rationale 
IF every man, woman, and child were to make a conscious "personal commitment" --
Right Now --
NOT to use "drugs or get intoxicated for the rest of TODAY ----- the
"problem" of substance abuse would vanish into nothingness
( at least for the rest of the day ).

And IF this universal "personal commitment" were to be renewed
EACH and EVERY day thereafter ----- the "problem"
would not re-occur tomorrow ( or, thereafter ).

Unfortunately, the scenario above does NOT reflect reality.
It does, however, bring one concept into focus, relative to "responsibility".

There can be NO question about the fact that, ultimately, the responsibility
for resolving the "problem" of alcohol and drug abuse rests with
each of us -- as individuals -- EACH and EVERY day -- NOT
with someone else, "sometime in the future".

Based on "personal commitment", (or lack thereof), each individual is either
"part of the solution" ----- or, is (still) "part of the problem".
[ There is NO "middle ground" ]

In modern society, the citizenry divides, rather neatly, into four groups:
There
are a few who, today, will uncaringly promote "drugs" for personal
gain.
There
is a minority -- of "addicts" -- who, today, will misuse drugs or
alcohol --
regardless of law -- societal disapproval" -- or,
physical consequences.
There
is a minority -- of "activists" -- who, today, will demonstrate
their personal
dedication to stamping-out alcohol and drug abuse
through "direct action" --
including teaching -- preaching -- and
making laws, etc., etc., etc.
And,
there is the "silent majority" who, today, will remain "uninvolved".

Some people are "uninvolved" because
they don't like the option of
teaching -- or preaching -- or making laws, etc.,
etc., -- and/or --
who don't (?) have the "time" to become "involved".
Some are "uninvolved" because
(occasionally) they -- or their friends --
will "smoke a joint" -- "sniff some
coke" (recreationally?)
-- or, "take one drink too many".........
and NOT think this is a "problem" ( or any part thereof ).

Some are "uninvolved" because they are
still "unaware" of the extent
of the "problem"; and, how it is actually
eroding the quality of
their own, individual, existence -- directly and/or
indirectly.

And, some are "uninvolved" simply because they don't know
what they can do -- by themselves -- to resolve
(or even alleviate) the
"problem".
